THE city of Los Angeles decided to outsource the handling of workers’ compensation forms because city workers were doing such a poor job. So they hired a private firm and got the same lousy service – for a $7 million price tag. In Los Angeles, it seems, private contractors are just as ineffective and inefficient as city workers. City Controller Laura Chick’s audit of the firm that administers the claims for firefighters and police found lax oversight and slow processing – the problems that drove the city to contract out. Clearly, the private firm Cambridge figured out quickly what city workers already knew: City leaders don’t hold anyone accountable for performance. They hand out contracts just like they hand out raises without regard to the quality of the work.
