Dr. Rufus Ewing: “Another payment is being processed currently to be paid either today or tomorrow for the month of April, in the amount of $2,264,212 and the payment for the month of May, because we pay in advance of the month, the payment for May will be made shortly.”This information surfaced during May 12, 2015 House of Assembly Debate, where the Premier admitted that payments to Interhealth Canada were not up to date, due in large part to discrepancies in the billing to government. A parliamentary questioned leveled at the Nation’s leader and Health Minister by the Opposition Leader revealed that TCIG is behind on the clinical payments but not the infracal payments. Premier, Hon. Dr. Rufus Ewing: “The delays were due mainly because there were some discrepancies and due to lack of information and there was some dispute in regards to the invoices, those have been clarified – partially, but to the satisfaction that they payment – we think it is prudent that the payment be made so as to not put in jeopardy the provision of the clinical services at the hospital to the people so that all individuals can get their clinical care. Nonetheless, we still will be in search of additional information that is required to make the necessary adjustments.”In total, TCIG pays nearly $4 million per month for the clinical and infracal costs for our TCI Hospitals combined. The Premier said the invoices in dispute are likely to change and that the reconciliation process takes place quarterly. During that Question and Answer period on May 12, it was also replied that the Draft Immigration Bill would be tabled in parliament before the end of June. In most cases, it’s caused by tissue collapsing in the back of the throat (obstructive sleep apnea). When you fall asleep, the muscles of your upper airway relax. This narrows your airway, making it hard for oxygen to reach your lungs. If you sleep on your back, gravity can exacerbate this narrowing, because your tongue relaxes backward toward your throat. Central sleep apnea is usually linked to other medical conditions, such as heart disorders and brain damage.As far as risk factors, many things can influence your likelihood to develop sleep apnea, the most common and significant being excess body weight. Common risk factors for sleep apnea include:Excess weight: If you have a body mass index (BMI) of 25 or higher, your risk for sleep apnea increases.Large neck circumference: Your risk for sleep apnea is higher if your neck measures 17 inches or more for men, or 16 inches or more for women. You may not be able to provide a sleep history by yourself, but you can enlist the help of someone who shares your bed or room.A sleep evaluation usually involves overnight monitoring at a sleep center, where machines measure your breathing and other body functions, such as your pulse, while you sleep. Sometimes, at-home sleep tests are an option. Tests that detect sleep apnea include:Nocturnal polysomnography: During this test, equipment measures the activity of your heart, lungs and brain, as well as your breathing and movement patterns and blood oxygen levels while you sleep.Multiple Sleep Latency Testing (MSLT): An MSLT tests for excessive daytime sleepiness by measuring how quickly you fall asleep in a quiet environment during the day. It’s often used to diagnose narcolepsy.  Maintenance of Wakefulness Test (MWT): An MWT measures your ability to stay awake during the day by finding your sleep latency, or how long it takes you to fall asleep. Sleep latencies of less than eight minutes during the day are considered abnormal.Home sleep tests: At-home tests are usually simplified versions of nocturnal polysomnography that measure your heart rate, airflow, breathing patterns and blood oxygen levels.In some cases, doctors refer patients to sleep specialist or otolaryngologist (also known as an ear, nose and throat or ENT doctor) for further evaluation, which can include a nasal airflow test and an examination to rule out any blockages in your nose or ears.Your doctor might also refer you to a cardiologist or neurologist to look for causes of central sleep apnea. A neurologist may conduct an electroencephalogram (EEG) to measure brain waves and test for central sleep apnea, while a cardiologist can use an electrocardiogram (ECG) to rule out or confirm any heart complications. Sometimes, it takes takes a series of trials to find the best treatment, and most people end up using a combination of common equipment, machines and therapies to get relief. Treatment options for sleep apnea include: Continuous positive airway pressure (CPAP): Most people who seek treatment for sleep apnea start with CPAP. You choose a CPAP mask, which sends a pressurized airflow through your throat to open your airways while you sleep. If you use a CPAP, make sure to keep it clean. Bilevel positive airway pressure (BiPAP):  Similar to a CPAP, a BiPAP also provides a pressurized flow of air. The key difference is that it provides two different streams — one as you breathe in, and one as you breathe out.Chinstrap: Usually used in conjunction with a CPAP, chinstraps help you to stop breathing through your mouth. Oral appliances: If you don’t have severe sleep apnea, you could try custom-fitted oral devices that help keep your airway open. Just make sure to get one from a qualified dentist or orthodontist, not a one-size-fits-all appliance from the internet.Usually, your doctor won’t recommend surgery unless all other options have failed to treat and improve your sleep apnea. Most doctors suggest at least a three-month trial of other options before recommending surgery, which can include nasal reconstruction (such as to fix a deviated septum) or removal of adenoids — the soft tissue in the back of your throat. Symptoms of sleep apneaThe most common symptom of sleep apnea is snoring, but snoring on its own isn’t always indicative of sleep apnea. Snoring followed by silent pauses, gasping or choking sounds is likely a sign of sleep apnea. Because sleep apnea wakes you up frequently throughout the night (even if you don’t notice it), you can suffer from symptoms of sleep deprivation, such as daytime fatigue, difficulty concentrating, unintentional napping and irritability or mood swings. HC orders to destroy expired medicines in 30 days

first_imgHigh CourtThe High Court on Tuesday asked the authorities concerned to take necessary steps to remove expired medicines from pharmacy shelves across the country and destroy those within 30 days.The HC bench of justice FRM Nazmul Ahasan and justice KM Kamrul Kader passed the order following a writ petition, reports UNB.The court also asked the relevant authorities to take action against those involved in preserving and selling expired medicines and submit a progress report in this regard.On 10 June, Manjur Mohammad Shahrier, director general of Directorate of National Consumer Rights Protection’s (DNCRP), said 93 per cent pharmacies in the capital kept date-expired drugs. The report was published in different newspapers the following day.Supreme Court lawyer Mahfuzur Rahman Milon, on behalf of Justice Watch Foundation, filed a writ petition with the High Court after attaching the reports published in national dailies on 17 June.Lawyer ABM Altaf Hossain stood for the writ petitioner while deputy attorney general ABM Abdullah Al Mahmud Bashar represented the state.The HC also issued a rule asking the government to explain as to why the ineffectiveness of the defendant should not be declared illegal.Secretaries to the home ministry, health and family welfare ministry, law ministry, commerce ministry, industries ministry, director general of Directorate General of Health Services (DGHS), director general of Directorate General of Drug Administration (DGDA) and director general of Directorate of National Consumer Rights Protection’s (DNCRP), its deputy director, IGP, president of Bangladesh Association of Pharmaceutical Industries (BAPI) and its general secretary have been made respondents to the rule.Milon, the SC lawyer, said the HC also asked the health secretary, Director General of DGHS, director general of DGDA, director general of DNCRP, to form separate probe bodies for identifying those involved in selling, preserving and supplying expired medicines and submit a progressive report to the court.Besides, the court asked the DNCRP director general and its deputy general to submit a report about the comment of its deputy director Manjur Mohammad Shahrier, said Milon.According to the report published in daily newspapers on 10 June, Manjur Mohammad Shahrier, director general of Directorate of National Consumer Rights Protection’s (DNCRP), said 93 per cent pharmacies in Dhaka keep date-expired medicines.He made the remarks while speaking at a programme at Khamarbari arranged by Bangladesh Supermarket Owners Association marking ‘World Food Safety Day’.last_img read more

Now in a new study, scientists have found that this segregation changes a society’s cooperation dynamics and may help to promote cooperation and fair resource utilization at the societal level. The results have implications for managing natural resources, which is of particular relevance for addressing environmental issues such as curbing pollution, reducing deforestation, and saving endangered species—problems that require widespread cooperation.The researchers, H. S. Sugiarto et al., from Nanyang Technological University in Singapore, the National University of Singapore, and other institutions, have published their results in a recent issue of Physical Review Letters.In their study, the researchers developed a model of social cooperation in self-organized societies that lack central governance, in which individuals are free to choose whether to abide by the rules or not. Their model shows that, as a shared resource becomes more abundant, more individuals may shift from being cooperators (who follow the rules) to being defectors (who violate the rules). At some point, the resource becomes so abundant that all individuals become defectors and social cooperation vanishes.Then the researchers looked at the same scenario, but this time they allowed the society to self-segregate into smaller communities. They found that the downside of the segregation is that it increases the social disharmony throughout the society as a whole. The upside, however, is that the social disharmony within each community becomes very low. In some communities, individuals are more likely to keep cooperating with each other—using the shared resource fairly—compared to the situation without segregation. These results were very similar to what the researchers observed in the segregated society of the Balinese subak.As the researchers explained, the results can be understood in terms of phase transitions. While phase transitions are common in many areas of physics, their role in complex systems, such as human societies, is a newer area of research. In the current study, the shift from cooperators to defectors in a society without segregation as the resource becomes more abundant represents an abrupt phase transition. The researchers explain that segregation “softens” this transition by replacing it with multiple intermediate phases, which arise because some communities are full of cooperators while others are full of defectors. “The greatest significance of our work is in the revelation that stable phases of social and ecological regimes do exist in real-world systems,” coauthor Lock Yue Chew, an associate professor at Nanyang Technological University, told Phys.org. “Our work has also developed mechanistic insights that address a vital question in social science through a more fine-grained and realistic application of ideas from physics.”In the future, the researchers plan to investigate how these results can help improve cooperative behavior in the real world, in order to better manage natural resources.”Our results are relevant to applications where the induction of cooperative social behavior is the primary approach to managing the sustainable use of limited natural resources in the context of coupled human-natural systems,” Chew said. “Potential systems of interest include the forest system, fisheries system, and many others, in addition to the rice production system of Bali in our paper.”Building on these results, in an upcoming paper the researchers report on how stress from pest infestation can affect rice growth, and how it can lead to an optimality in the farmers’ payoff. Why Millennials Dont Worry That Much About Online Security

Most of us want to be sure that the sites we surf and buy from offer things like https encryption, keeping our personal information secure from identity thieves or even just keeping to the basics of privacy. It may seem hard to believe that there are actually computer and mobile users out there that are not worried about what type of online security is working behind the scenes. And, this is even in light of stories about hackers and stories that periodically pop up about personal data theft from retailers like what happened to Target two holiday seasons ago.This group probably even thinks the rest of us are just paranoid and don’t necessarily understand the online environment that they have grown up with. This group is known as millennials. A September 2015 news release from Symantec released findings that noted millennials (the under-35 set), now referred to as digital natives, just aren’t as concerned about online security and privacy as previous generations. Although Norton commissioned an online quantitative survey through Edelman Berland of 1,000 millennial consumers in Australia, the findings are reflective of the attitudes around the world within this group.Related: 5 Ways Millennials Are Like No Generation Before Them1. Surveys reveal shocking beliefs and actions by millennials.As the survey noted, “Millennials use online platforms more than any other age group. They own a tablet, laptop and at least one smartphone and increasingly use all devices simultaneously. They are savvy with social media and are always connected, sharing more information online than any other age group.”Yet, they seem to be willing to gamble the most with their privacy and security out of any of the other generations. Here are some of the shocking findings from this survey:One in four (28 percent) admitted sharing virtually everything that happened in their day-to-day life online.A third believe it is easy to remove information that has been posted online, and almost half are using social media sites with low-privacy settings.The survey also found that cybercrime continues to be an increasing problem for millennials with 55 percent reporting they have been affected by a computer virus, 26 percent by a phishing scam, 16 percent by online identity theft and 14 percent by ransomware attacks.A survey from 2013 done by the University of Southern California’s Center for the Digital Future did note that millennials are more willing to share information, including personal information and their GPS location, than other groups, but they still show some signs of concern about their personal data and Web history. This survey noted:Millennials were more likely (56 percent) to share their location in order to receive coupons from nearby businesses versus those over 35 (42 percent).25 percent said they would give away their personal information to get more relevant information versus 19 percent of those 35 and over.Over half said they would share information with a company if they got something in return versus 40 percent of those 35 and over.This illustrates the millennials understanding that information has become a valuable commodity, and they want something out of it if they are going to share anything about themselves.Yet, there are still concerns with how millennials use the Internet, according to further research by a 2015 study by Software Advice:85 percent admitted to re-using credentials across sites and services.16 percent accept social-media invites from strangers on a regular basis.48 percent use personal devices to access work files.Millennials are less interested in receiving security training through gamification than other groups.Related: Millennials: Death to the Cubicle!2. Reasons for the lack of fear and concern.It’s surprising in some ways that this group would be almost more trusting of the online environment than say older generations who lack the same technology skills and experience. Yet, millennials have already been identified as being greater risk takers than other generations as seen by the way they have approached developing new businesses, working and living, in general.It may well be that this group actually worries less, because they assume that the available technology innovations, including fingerprint biometric security solutions found on numerous smartphones, have their back at all times. As Jeff Cole, Director of the Center of the Digital Future at USC noted, “From very early ages, millennials were just very comfortable really using technology as their bridge to the world, and therefore (have) very little to fear from it.”While there are many more technology solutions that increase the strength of online security, millennials somehow think it’s an impenetrable fortress. They do not consider that the ability to share means that their friends could share their photos or location information with their friends who may not be as trustworthy.In fact, it is this group that is driving the trend toward a deeper connection between devices, appliances and ourselves through the advent of the Internet of Things (IoT). We are becoming linked to our homes through smart devices that control our houses as well as our cars and pretty much the rest of our lives.This push to an even further connection between the online world and ourselves shows the true lack of concern millennials have for security, because the implications of breaching a home network, taking control of a person’s car and other potential security risks are present and need to be addressed with greater security controls.3. Ways to stay safe.Whether you are worried or not about your own online security, it’s best to keep these tips in mind to maximize your safety:Use the latest patches and security updates available.Create strong and different passwords for each site you use.Utilize security software.Be aware of the current scams out there.Turn off location settings on your smartphone.Understand privacy policies and mobile security options.Think about what you share on social media before posting it, including where you are and what you are doing.Back up your information regularly.Don’t give any personal information away online.Maybe millennials just know something the rest of us don’t in terms of the comfort level they have with working, living and connecting online.
